Scientific Research Visit on the Study of Technology Transfer Mechanisms

Within the framework of the implementation of Project IRN AP26102391 “Models of Effective Interaction between Universities, the State, and Business: Mechanisms of Technology Transfer in the Digital Economy of Kazakhstan”, a scientific research visit was conducted from December 7 to December 12, 2025, with the participation of members of the research group Alpysbayeva M.B. and Satymbekova S.B.. The visit was aimed at studying international experience in technology transfer and the commercialization of scientific developments.

During the research visit, empirical data related to the research topic were collected through surveys, questionnaires, and expert interviews. Particular attention was paid to analyzing models of interaction between universities, government bodies, and business structures in the process of introducing scientific developments into the real sector of the economy.

A working meeting was held with the management and academic staff of the Technological University of Tajikistan, including Nasriddinzoda M.Sh., First Vice-Rector – Vice-Rector for Academic Affairs and Quality Assurance; Gaforov F.M., Vice-Rector for Strategy Implementation and Innovation Development; Yamindzoda Z.A., Vice-Rector for Science and Implementation; Ikromi H.I., Vice-Rector for International Relations; as well as heads of structural units: Okhunov B.Kh., Head of the International Relations Office, and Nazarov Sh.A., Head of the Sector for Academic Mobility of Students and Faculty. During the meeting, issues of institutional cooperation, support for innovation activities, and the development of technology transfer mechanisms were discussed. Expert interviews were conducted, and analytical and regulatory materials relevant to the project were collected.

As part of the visit, the Faculty of Information and Communication Technologies and Artificial Intelligence was visited, including its профиль departments and educational and research laboratories. Familiarization with the laboratory infrastructure made it possible to study practices related to the development of digital solutions, software products, and intelligent systems with potential for practical implementation and commercialization.

Working meetings were also held at the Faculty of Engineering and Technology, including the Departments of Food and Winemaking Technologies and Chemistry (laboratories of general and inorganic chemistry, analytical chemistry, physical and colloidal chemistry, and organic chemistry). The possibilities of transferring laboratory research results into the real sector of the economy through the development of pilot samples, technological regulations, and applied solutions for enterprises in the food and chemical industries were discussed. The faculty hosts the SC Korean Vocational Training Center, which offers educational programs aimed at helping citizens of Tajikistan build successful careers in Korea. The programs provide comprehensive training, including Korean language instruction from basic to professional levels, as well as the development of professional skills. During a meeting with the Head of the Department of Programming and Computer Engineering, Candidate of Technical Sciences Gulomsafdarov A.G., and second- and third-year students, student-developed project work and robotics products were demonstrated.

As part of the research visit, the “Fanovar” Technological Innovation Park was visited, where consultations were received from specialists on issues related to innovation project support, commercialization of developments, and cooperation with industrial partners. Students of the 2nd–3rd years of the Faculty of Engineering and Technology demonstrated production processes for flour-based, pasta, sausage, and meat-and-dairy products.

It was noted that the technology park is currently planning the implementation of pilot production activities, including the manufacture of food products, which demonstrates the practical orientation of scientific and technological developments and their focus on integration into the economy.

In addition, meetings were held with university departments responsible for innovation development, digital infrastructure, and commercialization of research results. Existing mechanisms for supporting scientific projects and university startups at various stages—from development to implementation and practical application—were analyzed.

As a result of the research visit, a substantial body of empirical and analytical materials reflecting international experience in technology transfer was formed. The obtained results will be used in the preparation of project reporting documentation, as well as in scientific publications and analytical materials aimed at adapting best international practices to the conditions of the digital economy of the Republic of Kazakhstan.
