Shaping a New Tax Culture: Seminar on the Tax Code–2026 Held at the University

With the new Tax Code of the Republic of Kazakhstan coming into effect on January 1, 2026 — marking a large-scale reform of the national tax system aimed at enhancing fairness, transparency, and digital efficiency — Karaganda University of Kazpotrebsoyuz is actively contributing to the formation of a new tax culture and the professional competence of future specialists.
As part of the university’s mission to train competitive professionals for sustainable regional development, the Department of Finance organized a scientific and practical seminar titled “Tax Code of the Republic of Kazakhstan – 2026: Key Changes” on October 9, 2025.
Zauresh Kanatovna Zhoikimbekova, Head of the Department for Tax Legislation Clarification of the Regional Department of State Revenues for the Karaganda Region, delivered a presentation outlining major updates related to the taxation of individuals and legal entities, the introduction of digital tools, and measures to reduce the administrative burden on businesses.
Participants discussed the practical aspects of implementing the new code and its impact on the financial and economic activities of enterprises.
The event contributed to expanding students’ and faculty members’ professional knowledge, developing relevant competencies, and increasing interest in the country’s tax policy.

Onboarding as a Tool for Adapting New Faculty Members to the Academic Environment

On September 25, 2025, Karaganda University of Kazpotrebsoyuz hosted an introductory onboarding event for newly hired faculty members, organized by the Department of Human Resource Management.

The meeting focused on academic and methodological work as a key indicator of a faculty member’s professional performance. The rules for using the university’s main educational platforms – Platonus and DMS – were reviewed as essential tools for planning and tracking educational activities.

A separate session covered the qualification requirements established by the Ministry of Science and Higher Education of the Republic of Kazakhstan, as well as the university’s internal regulations, including the rules of internal labor conduct, occupational safety, and fire safety instructions. Faculty members received not only information but also practical recommendations to help them integrate more quickly into the educational process.

The event was attended by heads and representatives of structural divisions of the university: the Center for Digital Transformation of Business Processes, the Department of Academic Development, the Civil Defense Headquarters, and the Department for Student Affairs.

The onboarding program at Karaganda University of Kazpotrebsoyuz is aimed at creating comfortable conditions for new staff to enter professional activity, ensuring their adaptation to the academic environment and corporate culture. Such initiatives contribute to building an effective teaching team, improving the quality of the educational process, and developing the university’s scientific and pedagogical potential.

INFODAY was held at the University

On September 15, 2025, INFODAY took place at Karaganda University of Kazpotrebsoyuz, organized by the Center for Multilingual Education in cooperation with the Center for International Programs and Projects.

During the event, students, faculty, and staff of the university and college were introduced to the educational opportunities offered by the centers.

The Center for Multilingual Education presented programs for learning the state and foreign languages, including English, German, Arabic, Turkish, Chinese, and other intensive courses. Participants were informed about teaching methodologies, the structure, and the benefits of language courses.

The Center for International Programs and Projects showcased opportunities for academic mobility at universities in Kazakhstan as well as in near and far abroad countries. Currently, the Center collaborates with more than 140 universities from 31 countries, opening wide prospects for gaining international educational and cultural experience. Participants learned about the advantages of academic mobility, sources of funding, and the application process.

INFODAY generated great interest among students and faculty members who strive to improve their foreign language proficiency and broaden their educational horizons abroad.

Victory of a KarU Kazpotrebsoyuz Student in Liverpool! Aida Abikeeva – Two-Time World Champion!

Aida Abikeeva, a student of the «Physical Education and Sports Management» program at Karaganda University of Kazpotrebsoyuz, achieved a brilliant victory at the World Boxing Championship held in Liverpool (United Kingdom).
In the final bout in the up to 65 kg weight category, Aida faced Navbakhor Khamidova of Uzbekistan. Although her opponent dominated the first two rounds, the Kazakh athlete showed remarkable willpower, turned the tide of the fight in the decisive final three minutes, and claimed the gold medal.
Thus, Aida Abikeeva became a two-time world champion, proving her high level of skill and sporting character.
Overall, Team Kazakhstan won 10 medals, including 7 golds. In the team standings, Kazakhstan’s boxers took first place (7 gold, 1 silver, and 2 bronze medals).

University Assembly: Implementing the Objectives of the President’s Address

At Karaganda University of Kazpotrebsoyuz, an assembly was held to discuss the Address of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, “Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Solutions through Large-Scale Digital Transformation.”
The meeting was attended by the university leadership, faculty members, and students.
The Rector of the university emphasized that the President’s Address is a strategic guideline in the new conditions: “The President clearly stated that the focus of state policy must be the individual, their rights, and well-being. Kazakhstan must develop as a sustainable, competitive, and high-tech state,” the Rector noted.
Special attention was given to digitalization. The Rector underlined that the university intends to actively engage in implementing tasks related to the development of artificial intelligence and digital technologies by training a new generation of specialists, introducing innovative solutions, and developing joint projects with businesses and research centers.
Following the meeting, it was decided to incorporate measures for the implementation of the President’s Address into the university’s plans, strengthen cooperation with leading IT companies and research centers, and expand partnerships with the AI SANA project and the Terricon Valley ecosystem.

CirculEC Project Monitoring Visits

The Karaganda University of Kazpotrebsoyuz is implementing the academic project CirculEC - "Development of innovative curricula and modules in Circular Economy and Sustainable Development", funded by the European Union under the Erasmus+ program. The project implementation period is 2024-2026.

The consortium includes 15 partners – leading universities and research centres from Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan, which adopt the experience of European colleagues from Spain, Italy and Germany. Such an international alliance contributes to the creation of an innovative educational environment and the formation of future competencies aimed at the sustainable development of the region.

From 6 October we are pleased to announce the upcoming monitoring meeting within the CirculEC project.

The seminar will start at Karaganda University of Kazpotrebsoyuz, Kazakhstan, which will host over 50 guests on its site as the Leader of the current stage of the project. The events will then continue at Westminster International University in Tashkent and Central Asian University of Uzbekistan and will conclude at Tajik State Commerce University and Technological University of Tajikistan, in Dushanbe.

During the meeting, the CirculEC project partners will monitor and evaluate the pilot implementation of new educational modules, disciplines and teaching materials at the level of:

  • bachelor's degree,
  • master's degree,
  • lifelong learning (LLL).

The key feature of the event will be the participation of not only university representatives, but also teachers, university doctoral students who have previously completed advanced training courses, as well as stakeholders from Central Asia - representatives of business, NGOs and government agencies. Their expert opinion will allow for a comprehensive assessment of the results of introducing new disciplines and their compliance with the needs of the labor market and sustainable development.

The results obtained will form the basis for the preparation of a comprehensive pilot report on the integration of circular economy and sustainable development modules into the educational systems of Central Asia. This event will be an important step in strengthening academic cooperation and the formation of a new generation of specialists capable of solving the problems of green transformation and sustainable growth of the region.

On September 8, the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, delivered his Address titled "Kazakhstan in the Era of Artificial Intelligence: Current Tasks and Their Solutions Through Digital Transformation." The document outlines key directions for the country's development, focusing on digitalization, the introduction of AI, economic growth, and social stability.
The President emphasized that within the next three years, Kazakhstan must become a full-fledged digital nation. To achieve this, a Ministry of Artificial Intelligence and Digital Development will be established, and the adoption of a Digital Code covering AI, the platform economy, and big data will be accelerated. In the transport sector, the Smart Cargo system will be launched, and in industry, projects for the development of high-tech production will be implemented.
Special attention was paid to financial sustainability and the investment climate, modernization of the tax system, improving business efficiency, and the development of human capital.
The tasks outlined in the Address provide us with an opportunity to further strengthen scientific research and educational programs in key areas. Our university, as a leading economic institution of higher education in the country, already trains specialists in the fields of economics, finance, and digital transformation, develops scientific research related to artificial intelligence and the digital economy, and strengthens cooperation with businesses and government bodies for the practical implementation of strategic initiatives.
The President's Address sets a clear vector: the construction of a Just and Digital Kazakhstan, where economic growth will be combined with innovation and a high level of social responsibility. Our university is ready to make a significant contribution to achieving these goals.

The Independent Agency for Quality Assurance in Education – Ranking (IQAA-Ranking) has published the results of the 2025 National Ranking of Leading Universities of Kazakhstan. Karaganda University of Kazpotrebsoyuz secured 2nd place among the humanities and economics universities in the country.

Total score – 58.24 points, including:

Participation in the GIZ International Project: University Lecturers Expand Educational Horizons

On June 12-13, 2025, teachers of the Department of Marketing and Logistics of the Karaganda University of Kazpotrebsoyuz Sadykova A.S. and Kuanyshbayev A.B. participated in a training course organized within the framework of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH "Vocational Education for Economic Growth sectors in Central Asia (RESA)" project. The event was held in Almaty.

The Department is a participant in the RESA project aimed at strengthening vocational education in Central Asia and training qualified specialists for economic growth sectors. As part of the project, work is underway to introduce a dual bachelor's degree program in Logistics by Industry at our university with the involvement of the business community.

The training was the final event of the project before its completion in August 2025. The teachers got acquainted with modern interactive learning methods, including logistic simulation games (in particular, the board game "Business in Motion"), as well as software used in the educational process.

Participation in the training allowed the teachers to expand pedagogical approaches and strengthen partnerships, which will contribute to the further development of the university's educational programs. Following the results of the training, the participants received certificates.

Scientific and practical seminar held at the L.N. Gumilyov Eurasian National University within the framework of the scientific project «Criminal law and criminological problems in ensuring safety during mining or construction work» IRN API9675171

On May 27, 2025, at the L.N. Gumilyov Eurasian National University, a leading researcher at the Research Institute of Legal and Economic Research of the Karaganda University of Kazpotrebsoyuz, Candidate of Law, Associate Professor Alikzhan Khalelovich Fetkulov held a scientific and practical seminar on the topic: «Criminal law and criminological problems in ensuring safety during mining or construction work».

This seminar was held as part of the project with the financial support of the Science Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan (IRN AR 19675171).

The seminar addressed the issues of qualification of criminal offenses involving liability under Article 277 of the Criminal Code of the Republic of Kazakhstan. Special attention was paid to the criteria for distinguishing related crimes, in particular, a comparative analysis of violations of safety rules during mining or construction work (art.277 of the Criminal Code of the Republic of Kazakhstan) and violations of labor protection rules (art.156 of the Criminal Code of the Republic of Kazakhstan) was carried out. A legal analysis was carried out and the signs of the composition of these criminal offenses were considered, as well as suggestions and recommendations for their improvement. The issues of preventing violations in the field of occupational safety and health were also considered.

This seminar aroused great scientific interest among the teaching staff of the Department of «Criminal Law Disciplines» of the Law Faculty of the L.N. Gumilyov Eurasian National University and the university's scientific youth.

Grant Project of the Ministry of Science and Higher Education of the Republic of Kazakhstan: Discussing Approaches to the Development of Student Research with Russian Colleagues

From May 26 to 31, 2025, as part of the implementation of the grant project of the Ministry of Science and Higher Education of the Republic of Kazakhstan titled "Innovative Model for Improving Student Research Work in Higher Education Institutions of the Republic of Kazakhstan", representatives of Karaganda University of Kazpotrebsoyuz visited Moscow for an academic engagement. The delegation included Dr. Talgat Khanov, Director of the Institute for Economic and Legal Research, and Dr. Alexander Bashirov, the project manager.

During the visit, meetings were held with the leadership of the Financial University under the Government of the Russian Federation, the Moscow University named after S.Yu. Witte, and the Moscow State Academic University for the Humanities. Discussions focused on contemporary approaches to organizing and developing student research activities, opportunities for joint studies, and academic collaboration within the framework of the ongoing project.

Special attention was given to the exchange of research outcomes and publications, including the collective monograph "Improving Student Research Work in Universities of the Republic of Kazakhstan", prepared as part of the project. The presented materials sparked considerable interest and led to meaningful discussions.

The program also included overview lectures for students of Moscow universities, presenting the core ideas, goals, and expected impacts of the Kazakhstani model of student research on the higher education system.

This academic engagement marked an important step in international cooperation and scholarly dialogue aimed at strengthening research culture in universities and advancing student science as a key direction in preparing future researchers and professionals.
